Recruitment and Engagement Consultant

This role is currently temporary until the end of March 2022. However, there is scope for potential extension, depending on external funding arrangements.  

The salary for this position is G6 £21,971 - £24,839 per annum (pro rata).

Please note, we have an agile working environment. Therefore, some of this role will be completed at home.

Locally Adult Social Care and health are under great pressure due to increased demand alongside continued limited capacity for home care and care home placements. The council recognises the need to be innovative and act quickly in response to these pressures, by working with a local provider to meet immediate workforce pressures.

The Proud to Care Recruitment Service, commissioned by North Lincolnshire Council, will be focused on recruiting into the social care sector.

The principal aim of the service is to immediately increase recruitment and retention into the care sector for the winter period and work with care providers to ensure more efficient recruitment processes and localised induction programme is developed to help sustainability of the sector going forward beyond March 2022. 

The Proud to Care Service will operate under the branding of Proud to Care North Lincolnshire Proud to Care aims to raise the profile of working in the care sector, encouraging more people to work in care and play a crucial part in supporting people to remain independent in their own homes.

Overall Purpose of Job

To work as part of a small team to deliver the two part service:


  1. Immediate recruitment and retention campaign for the winter period; attract, recruit and retain sufficient staff over the winter period into the care sector, and support growth to develop continued existing workforce capacity
  2. Provider development working in partnership with North Lincolnshire Council; encourage increased partnership working, enhancing and building on current relationships as well as working with more care providers.


To deliver a marketing, promotional and engagement plan across North Lincolnshire, including events and stands.

To recruit into a range of roles in care settings across North Lincolnshire, in partnership with are providers and North Lincolnshire Council.

Maintain key performance data based on the performance indicators, ensuring compliance with contractual requirements.

Contribute towards the achievement of ongo Communities strategic and operational targets and overall company aims.

Main Responsibilities

Take part in regular events and stands at a range of venues in North Lincolnshire, engaging with the public to market the opportunities and benefits of a career in the care industry.

Establish relationships with potential candidates through the engagement plan at events and marketing campaigns.

Visit current and prospective care providers to develop strong relationships.

Recruit and maintain positive working relationships with candidates, recruiting and supporting them through the hiring process.

Screen, interview and short-list potential candidates both face to face and by telephone.

Prepare CVs and correspondence to forward to clients in respect of suitable applicants

Deliver pre-training sessions to prepare candidates for the skills they will require to work in a CQC setting

Ensure CQC standard reference checks on candidates are in place

Work closely with the Employment Support team to alert them to upcoming opportunities and enable them to upskill clients to meet demand.

Responsible for marketing the contract, including social media marketing, representing Proud to Care and Ongo Recruitment at events and attending networking opportunities as appropriate.

To participate in personal support and supervision, undertake personal development training as appropriate to the post.

Undertake other duties and responsibilities appropriate to the grading of the post as considered appropriate.

Knowledge, Skill & Experience Required


  • Enjoy responsibility and working in a high-pressure environment
  • Excellent interpersonal and negotiating skills with the ability to be tactful and articulate
  •  Proven recruitment experience with ability to drive results and demonstrate energy and vision.
  • At least two years experience in a similar outcome focused role, within proven experience in achieving targets
  • Organisational ability to handle multiple priorities, act quickly and decisively, work to changing deadlines and pay attention to detail
  • Ability to lead on sessions with small groups of candidates
  • Excellent customer service and problem-solving skills to deal with all kinds of issues in a solutions-oriented manner.
  • Ability to work flexibly with some out of hours working including evenings and weekends.
  • A good team player who shows commitment, works hard and delivers a fair share of the workload
  • Self- awareness and the skills to recognise the need to provide support to other team members, including apprentices, to help get the job done.
  • A very good judge of character
  • Excellent communication and administrative skills
  • Good general education including numeracy, literacy and writing skills
  • Ability to use a range of IT packages including word processing, spreadsheets, data bases, PowerPoint, Outlook, email and the internet
  • A strong commitment towards Equality and Diversity principles
  • Ability to transport yourself across North Lincolnshire


  • REC Certificate in Recruitment Practice qualification
  • PTTLS or equivalent
