Welfare Rights Advisor

We are currently recruiting for a Welfare Rights Advisor to work on a fixed term 1 year contract.

This role offers a salary of £21,000. This is a contracted position funded by North Lincolnshire Council.

This role is working 37 hours per week Monday to Friday, based in Scunthorpe.

 

Overall Purpose of Job

 

Deliver a free welfare advice and debt management service for families accessing North Lincolnshire Council’s Children’s Universal Prevention Team across the whole of North Lincolnshire, in order to support better outcomes for children

Manage a caseload and carry out appointments with clients through assessment of their needs and support with claiming benefits, debt management and benefit checks

Supervise a small team of paid staff and volunteers

Raise awareness of benefit entitlement and the service and deliver money advice to small groups

 

Main Duties

 

Line manage the Welfare Rights Assistant, delivering monthly supervision sessions 

Recruit, mentor and organise training for volunteers 

Support and liaise closely with volunteers to build relationships

Assess the needs of the client and support with claiming benefits, debt management and benefit checks

Make and carry out appointments to discuss individual’s/families needs with regard to benefits and debt – in community venues, Ongo offices and home visits

Deal with appeals, reconsideration requests, liaise between creditors, local and central government bodies.

Deal with housing issues and liaising with Ongo Homes and other landlords.

Deliver money management sessions to small groups

Design and maintain administrative procedures and systems

Keep clear case records and monitor the number of clients and claims made and record case outcome

Liaise with family workers and refer clients to appropriate universal services and other support not related to welfare and debt

Work in partnership with benefits agencies and other Welfare Rights service providers in North Lincolnshire

Update information and records on a daily basis, keeping individual files up to date

Attend meetings as required including quarterly monitoring meetings, safeguarding meetings and case reviews

 

Knowledge, Skill & Experience Required

 

  • Minimum two years knowledge/experience in delivering welfare benefits and debt advice
  • Proven line management skills and experience to lead and develop a small team
  • Experience in managing a debt licence within FCA regulations
  • Ability to build relationship and work with funders to ensure outcomes and reporting is achieved and maintained
  • Organisational ability to manage a caseload of clients
  • Excellent customer service and problem-solving skills
  • Knowledge and awareness of the issues and factors faced by members of the community and in particular those facing financial difficulties
  • Sensitivity and the ability to build trust
  • Ability to be both firm and empathetic with clients
  • Enjoy working in a supporting environment with the ability to manage difficult and sometimes upsetting situations.
  • A good team player.
  • A very good judge of character
  • Organisational ability to handle multiple priorities, act quickly and decisively, work to changing deadlines and pay attention to detail
  • Excellent communication and administrative skills
  • Good general education including numeracy, literacy and writing skills
  • Ability to use a range of IT packages including word processing, spreadsheets, data bases, PowerPoint, Outlook, email and the internet
  • Ability to work flexibly with some out of hours working including evenings and weekends where necessary
  • Own transport and ability to transport yourself across North Lincolnshire
