Job Summary
As one of two Project Operations Lead, working with Project Managers, delivering an annual capital programme exceeding £20m. You manage your own projects and workstreams and lead on-site activities for major projects over £3m+, including refurbishment, external works and component renewals.
Utilising asset information, you target investment and continuous improvement, including scoping, surveying, determining cost effective solutions, preparing schedules of work and securing third party approvals. Also, preparing framework tender documentation to ensure VFM.
Working closely with contractors, consultants and internal teams, managing and supervising construction works on site, through delivery, handover, ensuring projects are delivered on time, within budget to the highest standard of quality, in compliance with relevant housing, planning and health & safety regulations. Demonstrating a firm control of directions on site, you will resolve technical construction issues, determine appropriate remedial actions and ensure effective resolution.
You maintain clear, consistent communication with residents, contractors, consultants and public bodies throughout project lifecycles

Main Responsibilities
- Lead on-site delivery of refurbishment, external works, component replacement, energy efficiency improvements and compliance-related construction projects, including those subject to HSE Gateway processes.
- Leading on-site delivery of proactive, preventative maintenance programmes to maintain asset integrity and legislative compliance.
- Work closely with Project Managers on projects and workstreams over £3m, contributing to the successful delivery of an annual capital programme exceeding £20m.
- Provide support for major procurement activities and lead on others, including preparing tender documentation, specifications, schedules of works, and reviewing returning bids for work.
- Prepare and submit planning, building regulation applications and other statutory approval requirements.
- Manage contractor performance on-site, reporting on quality, health & safety compliance, ensuring compliance with CDM regulations, and progress against programme, budget, variations and any other KPIs.
- Assist in developing cost-effective solutions and risk mitigation strategies to support timely delivery and best value.
- Maintain effective communication with stakeholders, including customers, contractors, consultants, and public bodies, ensuring that delivery of all projects and improvement schemes is completed with a customer focused approach.
- Prepare and update project documentation and reports for internal use and senior management.
- Support the development and use of asset management systems, helping to gather and analyse data to inform investment decisions.
- Handle enquiries and assist with complaint resolution, ensuring responses are timely and in line with company policy.
- Be aware of safeguarding responsibilities and report concerns in accordance with organisational policies.
Skills, Competence, Experience Required
- A formal qualification in a construction related area such as HNC/HND or similar.
- Possess a minimum of 2 years experience within the housing sector working on construction projects and supervising contractors including day to day maintenance.
- Working knowledge of HHSRS, RdSAP, FRA, Decent Homes Standard and their application.
- Knowledge of the Social Housing Sector and awareness of its regulation.
- Experience with Asset Management and Housing Management systems.
- A wide experience of all types of refurbishments, , minor and major construction related works and contracts.
- Experience of successful project management of capital and revenue programmes of work and in managing change in the project environment.
- Experience in the management and direct supervision of contractors in the progress of construction work.
- An excellent understanding of Health & Safety requirements associated with projects & construction works and conversant with CDM regulations.
- Knowledge and experience of various forms of construction and contract best practices.
- Knowledge of current planning and building regulations and practices and ability to prepare and submit applications including all necessary drawings, sites plans etc.
- Computer literate and capable of fully utilising all Microsoft office applications and outlook and all the company’s asset management systems.
- Budgetary skills and experience relevant to construction programmes and projects, fees and charges.
- The ability to communicate in writing, telephone and in person with customers and stakeholders.
- Demonstrate a firm control of directions on site and ensure quality control is as high as possible.
- Demonstrate organisational abilities and the ability to work under pressure, to prioritise and meet deadlines.
- Excellent interpersonal and communication skills and ability to communicate clearly to a wide range of stakeholders including senior officers, customers, contractor management, contract staff, local authority officials, by means of letter, written reports, and telephone and in person with customers and stakeholders.
- The post holder will be required to travel to multiple sites, and the nature of the work will require the post holder to access scaffolding and climb ladders to access loft spaces, so should have a reasonable level of physical fitness.
- Day to day prioritisation of own workload.
- Required to be physically fit with the ability to climb ladders etc and work safely at heights and in confined spaces and other hazardous environments, lifting access covers, hatches etc.
- Required to drive between work base and other sites.
- Ability to work flexibly and on occasion outside normal working hours.
- Working at heights and in confined spaces often presenting “hostile” environments.
- If situations demand, ability to attend premises or worksite out of office hours, often in a lone worker situation. Able to cope with changes to deadlines and work priorities. Majority of work is of a planned nature.
Lone Working – the post will involve lone working and will require a personal safety device.
Health & Safety
- To be aware of risks to personal safety, other employees, customers, company property and company reputation and to highlight such risks to managers immediately.
- Risk of falls and other risk associated with construction sites.
- Potential risk of working in hazardous environments, contaminated with asbestos, gases, legionella etc.
- Work requires regular use of personal protective equipment of a specialist nature.
- Potential risk of physical attack and verbal abuse from property, tenants, service customers etc.
